Gary Herbert is appointing 38 people to a Clean Air Action Team charged with taking a wide look at options to solve Utah&#39;s air pollution problem.</p><p>Officials say it goes beyond the job of Utah&#39;s Air Quality Board, which is adopting mandatory emissions cuts for everything from household products to industrial smokestacks.</p><p>Government action won&#39;t achieve federal air-quality standards until 2019 at the earliest.
