The Summit County Council is reporting progress after their latest budget session Monday morning. To address a shortfall in the Municipal Fund, the Council has laid out a series of cuts which now place the Fund in the black. However, they have been struggling over how to finance Service Area #6 for next year. Rick Brough has more.
