County Manager Bob Jasper has recommended that the 2013 budget include a “do-over” – reinstating the two tax increases that were blocked by petition drives earlier this year. But the County Council Wednesday said they haven’t decided to do that. They instructed Jasper to present, in effect a Plan A and a Plan B for the budget. Rick Brough has more.
