Summit County Manager Bob Jasper says he’s proposing a budget for 2013 which is nearly 2 percent over the previous budget. He is also proposing to re-institute the two tax increases which were approved earlier this year but then blocked by a citizen petition drive. The County Manager is presenting his budget for the County Council’s first discussion Wednesday night. Rick Brough has more.
